BMCC Update: Advocacy Efforts – Withholding Tax

On the 6th of March 2017, the BMCC along with other European bilateral chambers joined a task force led by EUMCCI. Our efforts were focused on understanding the technicalities and repercussions of recent rulings included in the Finance Bill 2016, specifically on the new Withholding Tax regulations (Click here for more information)

To accurately extrapolate the impact of the new regulation, the BMCC has reached out to its members to gather case studies from businesses who were affected by the new ruling. These case studies were presented to Datuk Seri Johari Abdul Ghani, the Minister of Finance II on the 10th of April 2017. Through the private meeting, the task force sought for the temporary suspension of the regulation to allow a revision in order to lessen its unintended impact on businesses.

Overall, our engagement with the Minister was positive. The Ministry of Finance (MOF) have committed to form a task force with a dialog platform made of relevant stakeholders. MOF is now actively approaching the four biggest consulting firms (Big 4) namely; i) KPMG; ii) Ernst & Young; iii) Deloitte, and iv) PricewaterhouseCoopers (PWC). We also have been informed that a meeting has been scheduled with these Big 4 firms in order to look into the definition of “services” which is currently included into the withholding tax ruling with the objective of reviewing the scope of application, if deemed necessary by MOF.

Datuk Seri Johari Abdul Ghani is also committed to requesting his department in the MOF to evaluate the Malaysian resident companies which are believed to be severely affected by the ruling in order to give exemption status, which is based upon request only.

Moving forward, the BMCC is now focusing on assisting its members by facilitating the Withholding Tax exemption request to MOF. Please write to if you would like to explore this avenue. 

The second edition of BMCC's Breakfast Talk Series was successfully held last week with Dato’ Faris Yahaya, Managing Director of Cyberview Sdn Bhd and Mr Hew Wee Choong, Vice President, Investment & Industry Development of MDEC (Malaysia Digital Economy Corporation) providing insightful presentations on the topics of “Malaysia’s Future: The Digital Economy” and “IoT’s (Internet of Things) Contribution to the Development of Smart Cities” respectively. Over 30 attendees consisting of BMCC members and a proportionate number of non-members turned up for the event held at the ASEAN Data Analytics eXchange (ADAX).

Dato' Faris spoke on Cyberview's current initiatives in Smart City Solutions through collaborations in smart infrastructure (traffic analysis, parking management, wireless tech), environment (district cooling, electric transportation, compostech machines), economy (cashless payments, e-Job portals, hyperlocal advertising) and society (marketing hub influencers, citizen empowerment). Branching into the Internet of Things (IoT) in association to Smart Cities, Dato' Faris touched on Cyberjaya's appointment as a 'living lab' for IoT Technologies as part of the National IoT Strategic Roadmap to creating a conducive IoT industry ecosystem and strengthening technopreneur capabilities in Apps & Services towards making Malaysia a regional Development hub for IoT. 

Meanwhile Mr Hew spoke on matters pertaining to the driving of foreign investments, the building of local tech champions, catalysing digital innovation ecosystems and the propagating of digital inclusivity. In supporting these drives towards encouraging the thriving digital businesses in Malaysia, he said MDEC is making strides in the technologies of cloud computing, IoT, information security, BDA, Fintech amd E-Commerce. The reliance on foreign investment is also a key growth factor, with the UK being the second largest investor in Malaysia's Digital Economy (£55 billion total investments from 1997-2016). 

The breakfast talk concluded with the attendees staying on for morning refreshments and some networking. 22nd JPA-BMCC Management Programme Closing Ceremony

The 22nd JPA-BMCC Management Programme came to a triumphant conclusion last Friday, where the 14 senior government officials who participated in the 3-month programme bade farewell to their attachment companies, the BMCC and to each other. The closing ceremony was held at Marina Putrajaya Lakeside, with nearly 100 attendees comprising of BMCC members and representatives from JPA and INTAN. 

BMCC Chairman Andrew Sill was present together with Dato' Nor Inchun Mohamed Salleh, Deputy Director-General of the Public Service Department Malaysia to offer the closing remarks, present the awards and to declare the programme officially over. 
The  candidates and participating member companies were handed certificates of participation and recognition. This year's award for Best Participating Company went to PWB (M) Snd Bhd for its professionalism and hospitality throughout the candidate's attachement there. The award for Best Project Paper was given to Dr. Goh Cheng Soon for a comprehensive and outstanding report during her attached at International SOS and while the Best Candidate achievement was awarded to Abdul Hadi bin Ismail who was attached at Tesco Stores Malaysia for demonstrating the knowledge, skills and qualities of an outstanding participant throughout the programme.

GIS student retells the true story of an autistic child in her debut book

When Huda Patel chose autism as the subject of her personal study at school, she never thought that it would lead to something bigger: making her debut as an author. The A-Level student from Garden International School (GIS) recently published a children’s book titled “My Name is Nadia. I have Autism”.

Nadia is a 9-year-old autistic girl from Johor, whom Huda met whilst conducting her research for her personal study. After meeting Nadia and her family members, Huda felt the urge to do something more. It didn’t take her long before she decided to retell the story of Nadia from a first-person narrative.
